Bell Aliant Customers will benefit from CRTC Landmark Decision on Forbearance

Historic day for Canadian Telecom Industry allows head-to-head competition in local service St. John’s, NF – Today is a historic day for the Canadian Telecom industry and for Bell Aliant’s residential customers. In a landmark decision by the CRTC, local telephone service has been deregulated – or “forborne” – in 72 areas in Bell Aliant’s territory. Bell Aliant’s local telephone markets are among the first in Canada to be deregulated. “This is excellent news for consumers,” said Stephen Wetmore, President and CEO of Bell Aliant. “It is very rewarding to know that our efforts over the last several years have begun to bring benefits to our customers. In light of today’s news, we now have increased marketing flexibility and we’re looking forward to introducing new and innovative products and promotions.” Today’s decision grants forbearance in 72 areas in New Brunswick, Nova Scotia and Prince Edward Island. Bell Aliant had also applied for local forbearance in other communities, including in Ontario and Quebec and awaits the CRTC’s decision. Until today, CRTC approval was required for pricing changes for basic local service, enhanced features, like Call Display and Call Answer, as well as installation fees and other service charges. CRTC approval was also required for ‘bundles’ that include combinations of these and other deregulated services, like Internet, TV and Cellular. On the other hand, cable companies and other competitors have not been required to obtain CRTC approval to offer similar services and bundles, nor are the prices they charge regulated by the CRTC. The federal government paved the way for today’s decision last April when it prescribed new criteria for local service forbearance in communities where there is sufficient competition for local telephone service. That decision, coupled with the government’s policy direction to the CRTC late last year, followed the recommendations made by the government-appointed expert Telecom Policy Review Panel towards establishing a modern and efficient telecom regulatory regime.
